# Pakistan payments: collections, payouts and PKR economics

A familiar payment method helps a customer complete an order. For the business, the result is a confirmed payment that can be reconciled and settled on clear terms. This guide brings the comparison together: local payment experiences, percentage fees, payouts and the requirements for your product.

## What the offer snapshot shows

The historical gateway snapshot dated **14 September 2026** contains **64 Pakistan-only offers: 36 collection and 28 payout records**. Each offer is counted once after deduplication. These are catalogue records, not a count of banks, connected methods or live payment routes.

Use this snapshot to structure a request. Collections and payouts deserve separate comparisons: one provider may describe several methods and conditions, while a suitable collection service does not establish payout availability under the same contract.

## Fees: isolate the percentage component

The mean stated PKR percentage fee is **5.90% for collections (n=34)** and **3.00% for payouts (n=28)**. Eligible records must name PKR as the fee currency and have a numeric percentage supported by a single distinct percentage in the original text. Two collection records containing multiple different percentages are excluded.

The same sample has a median of **5.9% for collections** and **3% for payouts**, with stated percentage-component ranges of **4–8%** and **2–4.5%**, respectively. The median describes the middle of the sample; the range shows its minimum and maximum. Neither establishes an available tariff.

Every eligible record has equal weight. This is neither a market average nor full pricing: fixed charges, FX, reserves, refunds and ancillary services are excluded. It is a starting point for questions; compare the actual cost at your transaction size and volume.

**Constructed example, not a gateway offer.** On a PKR 10,000 transaction, tariff A at “5% + PKR 50” costs PKR 550; tariff B at “4.5% + PKR 150” costs PKR 600. At PKR 20,000, each costs PKR 1,050. The lower percentage wins only above that amount when all other terms are equal.

Ask for one cost breakdown covering collections, payouts, fixed and minimum fees, conversion, refunds, reserves and applicable taxes. Establish whether the business, the customer or both pay each charge.

## Raast, wallets and bank transfers: compare the customer journey

Raast is Pakistan's national instant-payment infrastructure for participating institutions. Its speed is a system feature, not a promise that every gateway immediately settles every merchant. [SBP: Raast](https://www.sbp.org.pk/raast).

Gateway records use labels including JazzCash, EasyPaisa, Bank Transfer, E-wallet and QR. Those historical descriptions do not establish a direct PayStar partnership with a brand or current availability.

For a wallet payment, ask where the customer authorises it, how they return to checkout and what happens if the app closes. For a transfer, clarify the account details, payment reference, payer matching and final confirmation. For QR, check the flow when the customer shops and pays on the same phone. A method name alone does not reveal where orders may be lost.

## Settlement: define what the clock means

A settlement-period field is present in **30 of the 36** collection records and missing in **6**. The chart describes data completeness, not measured settlement speed.

Confirm which event starts the clock, the daily cutoff and the treatment of weekends. Then record the lawful settlement currency, paying legal entity, receiving bank account, minimum release amount and reserve. A dashboard balance, transaction confirmation and money received by the business are different stages.

The pricing currency can differ from the settlement currency. A currency or cryptoasset appearing in an old record does not establish that settlement is lawful or available. Agree the permitted arrangement with the licensed counterparty and servicing bank.

## Conversion and payouts: what to measure in a pilot

No comparable measured conversion dataset is available, so we do not publish a Pakistan conversion average. Ask for results by method: payment attempts, checkout handoffs, confirmed transactions, expiries and retries. A useful comparison requires the same product, period, transaction size and definition of success.

For payouts, test invalid details, duplicates and unresolved statuses. In a constructed batch of 20 payments of PKR 10,000, 19 completed payments account for PKR 190,000; PKR 10,000 remains unresolved. This illustrates reconciliation, not observed success rates. A retry needs the final status and an idempotent reference to prevent a duplicate payment.

## Pakistan licensing and restrictions

This legal overview was prepared on **30 September 2026**. SBP distinguishes e-money issuers (EMIs) from infrastructure providers (PSOs/PSPs). A PSO/PSP licence does not itself permit holding customer funds or banking functions. Check the permitted service and approval stage: in-principle approval and a pilot are not commercial-operation approval. The merchant's product requires a separate review. Gambling is subject to prohibitive legislation; an overseas licence does not automatically authorise accepting payments in Pakistan. The applicable territory and specific activity must be assessed under the relevant acts. In 2026, SBP replaced its 2018 virtual-currency circular with conditions for banking PVARA-licensed VASPs. A preliminary NOC is not a full licence. This is a separate regulated framework with AML and foreign-exchange conditions, not blanket permission for merchant crypto acceptance. ## PayStar’s role

PayStar helps obtain comparable payment-method terms: fees and limits, settlement timing and currency, and product and documentation requirements. The technical scope is agreed separately after a suitable option is selected.

PayStar is not a payment organiser, bank or payment operator. The merchant chooses the relevant licensed payment provider and contracts with it directly. That provider is responsible for its payment services, customer checks, receipt of funds and settlement.

PayStar works only with lawful products holding the licences required for their activities.
