# Payments in Senegal: costs, access and usable XOF

How much will a customer payment cost, and when can you use the money to pay a supplier? Those two questions make a Senegal payment-provider comparison practical. A familiar wallet or an instant-payment label answers only part of them.

PI-SPI adds a regional option for business payments. Choosing a solution still means qualifying the merchant product, the account that receives the money and the evidence finance will use. This guide combines a historical offer snapshot with Senegal-specific sources and clearly hypothetical cost examples.

## Ten recorded offers, two different business needs

The gateway-supplied snapshot of **14 September 2026** contains **10 unique recorded offers associated only with Senegal: five for incoming payments and five for payouts**. All ten have an XOF currency association. The count describes records, not ten separate PSPs, working integrations or currently approved routes.

Use the two groups for different questions. For collections, examine customer authorisation, payment confirmation, refunds and the receiving account. For payouts, establish the intended recipient, the balance that funds the transfer and evidence of completion. The country, currency and payment-method links in the source were recorded independently; they do not establish every possible combination.

Orange Senegal's public MAXI BUSINESS terms give a useful local example: merchant receipt history and successful/failed statuses appear alongside refund functions and requests to redeem collected electronic value, including by bank transfer. ## Compare the full cost on your own ticket size

The unweighted mean of the explicitly stated XOF percentage component is **6.10% for incoming payments and 4.35% for payouts, with five records in each group**. Each record has equal weight. These are historical gateway statements, not market averages, full prices or current offers. Different traffic and merchant assumptions remain; no individual rates, ranges or method-level subgroups are disclosed.

The calculation includes XOF-denominated fee records with one explicit percentage matching the stored percentage-point value. It excludes any fixed charge, settlement cost, foreign exchange, taxes and reserves. A stored zero for a fixed component does not prove that processing has no additional charges.

Instead, obtain a current written quote and calculate **percentage charge × payment amount + fixed charge**, then add any applicable settlement, foreign-exchange, tax and other costs separately. Ask whether the fee applies to attempts, completed payments or refunded payments, and whether volume or business activity changes it.

For illustration, take a **hypothetical fee of 2% plus 100 XOF**, not a gateway quote or a PayStar price. A 2,500 XOF payment would cost 150 XOF, or 6% of its value. A 25,000 XOF payment would cost 600 XOF, or 2.4%. Other charges are excluded. The fixed component matters much more on the smaller ticket; compare providers using your own payment distribution rather than one headline percentage.

## Turn collections into funds you can actually use

An instant customer payment and a transfer of merchant proceeds to the required business account are different events. Confirm where the receipt lands and whether that balance can fund the next obligation directly. If a further transfer is required, agree its timing, deductions, destination and reconciliation evidence.

The incoming group contains only five records. We keep their detailed settlement subgroups private rather than expose rare individual conditions. T+0/D+0 and similar recorded labels are not measured speed: their starting event, cut-off, calendar, currency and conditions would still need confirmation. This snapshot provides no observed average time to bank credit.

Consider a **hypothetical** day with no opening balance, fees or other transactions: 40 payments of 5,000 XOF produce 200,000 XOF. Two completed refunds of 5,000 XOF leave 190,000 XOF. Of that, 140,000 XOF has reached the bank account used for supplier payouts, while 50,000 XOF has not yet been moved there.

A supplier batch of 150,000 XOF therefore has a **10,000 XOF shortfall in the required bank account**. The remaining company-wide balance does not show that the bank batch can run. This is a planning example, not an observed provider delay, reserve or quoted settlement condition.

## Measure confirmation and conversion separately

The source has no comparable transaction-based conversion sample: no verified common numerator, denominator and observation window. There is therefore no measured average conversion rate to publish. A gateway's marketing claim should not become your forecast.

Before launch, define the outcomes you will measure: attempted payments, customer-approved payments, confirmed receipts, failures, unresolved items and refunds. Keep duplicate attempts out of any completed-payment count. Record the method, ticket size, period and merchant population so later comparisons have a consistent basis.

For a shop, test what the cashier sees when the customer shows a success screen but no merchant receipt appears. Agree an investigation procedure before goods are released or a second payment is requested. For ecommerce, demonstrate the supported checkout and server confirmation separately; a merchant application does not prove an online integration.

## Qualify PI-SPI access at the right level

BCEAO describes PI-SPI as continuous regional infrastructure operating 24/7. Its April communication distinguished public service from institutions still testing. Do not turn that infrastructure description into a PSP uptime or merchant settlement guarantee. Business API approval is another check. BCEAO's September announcement describes approved interfaces for receiving and sending payments, bulk requests and transaction tracking. Its linked list updated **17 September 2026** contains Senegal entries. Check the institution's participation, the approved interface where applicable and your enabled merchant product separately. The June notice set **30 September 2026** as the connection deadline for banks, electronic-money institutions and payment institutions, with a later deadline for supervised microfinance institutions. That deadline does not demonstrate that every institution has completed connection. Confirm actual service availability. ## Licences and requirements in Senegal

BCEAO's payment-services framework distinguishes authorised activities and the scope or limits applicable to different institution types. Verify the actual contracting entity and its permissions for your intended service. Connectivity alone does not approve a merchant's activity. Request current company-identification requirements, allowed business model, account ownership, recipient restrictions, collection/payout limits, refund rules and settlement terms. Non-resident access and cross-border settlement need separate confirmation.
