# Payments in Turkey: FAST, fees and TRY settlement

Your customer is ready to pay in the evening or at the weekend. Three questions matter to the business: can they send the money, when will the order show as paid, and when can you use the proceeds? In Turkey, the answers depend on the payment method and the provider agreement.

This guide brings together **50 recorded offers for Turkey**, fees, settlement labels and practical questions for comparing terms. Start with the figures, then ask Anastasia for details tailored to your product, average transaction value and volume.

## 50 offers: a starting point for comparison

The historical gateway snapshot of **14 September 2026** contains 29 pay-in offers and 21 payout offers associated only with Turkey. These are commercial offer records, not a count of independent gateways or confirmed live integrations.

For a store, service or platform, the useful comparison is a specific scenario: who pays, through which method, in which currency, and into which account the proceeds arrive. A method name or TRY label in the catalogue does not establish that the required combination is available.

Separate the two directions in your request. Pay-ins collect payment for an order; payouts send money to a recipient. The same country does not imply the same documentation, limits or eligibility for both.

Catalogue labels include Havale (31 records) and Bank Transfer (19); labels can overlap. FAST is described below as local payment infrastructure: this export does not establish its availability through a particular offer.

## Fees: 7.23% for pay-ins and 2.10% for payouts

The mean stated **percentage component** in the comparable TRY sample is **7.23% for pay-ins** (23 records) and **2.10% for payouts** (20 records). These are unweighted averages of historical records, not a market average or the full price.

Records with a different fee currency or no explicit percentage were excluded. The zero in the payout range is a stated percentage in a record, not a promise of a free transaction. Separately, three pay-in records contain positive fixed EUR components of €0.30–€0.65; these are not mixed into the TRY percentage average.

Ask for the **full cost of a successful payment**: percentage, fixed component, currency conversion, settlement and refund charges, taxes and possible deductions. Establish whether failed attempts are charged and whether the fee is returned when the customer is refunded. A missing charge in the export does not prove it is absent from the contract.

## Settlement: when the proceeds become usable

Across 29 pay-in offers, the most common labels are **T+0 / D+0 in 10 records** and **T+1 / D+1 in 7 records**. Three records each state +3 and +7, one uses “instant” wording, and five give no timing.

The two mean fees and T+0 on the cover come from different parts of the sample. They do not form a single tariff or a ready-made package of terms.

T and D labels are grouped for this overview only. They do not establish a common starting event or measured delivery time. The agreement needs to define the trigger, calendar or business days, cut-off, weekends, currency, minimum settlement amount and reserve.

**A fast customer payment and available merchant proceeds are separate stages.** A payment may travel over FAST while the provider settles with your business on its own schedule. Ask for one concrete example: “An order is paid on Friday at 22:00. When do we receive confirmation, an available balance and the transfer to our account?”

## FAST and EFT: test the evening and weekend scenario

FAST provides around-the-clock instant transfers in Turkish lira. TCMB sets a **TRY 300,000** limit for ordinary transfers and Request-to-Pay payments, and for dynamically verified FAST-TR QR merchant payments: the increase took effect on 26 August 2026. This is a system limit for those transaction types; providers may impose lower limits. [TCMB: FAST limit increase](https://www.tcmb.gov.tr/wps/wcm/connect/EN/TCMB%2BEN/Main%2BMenu/Announcements/Press%2BReleases/2026/ANO2026-36).

EFT has an operating schedule: TCMB describes weekday operation excluding official holidays. Confirm the customer cut-off with the bank. A checkout label saying “bank transfer” therefore does not, by itself, answer whether a payment can be accepted at night or over a weekend. [TCMB: EFT and operating hours](https://www.tcmb.gov.tr/wps/wcm/connect/TR/TCMB%20TR/Main%20Menu/Temel%20Faaliyetler/Odeme%20Sistemleri/Turkiyedeki%20Odeme%20Sistemleri/Elektronik%20Fon%20Transfer%20(EFT)%20Sistemi).

Ask how the provider matches the transfer to an order: a unique reference, IBAN, QR or another supported flow; and how it handles the wrong amount, duplicate payments and expired orders. Integration needs clear statuses and reconciliation rules. FAST alone does not establish that a particular gateway provides these features.

**The source contains no verified average conversion rate.** Before a pilot, define the share of orders paid, the success rate of initiated payments and confirmation time. Measure them separately by method, transaction size and time of day to distinguish customer drop-off from processing delays.

## Get these terms in writing

Limits are recorded for 25 of 29 pay-in offers and 19 of 21 payout offers. Currencies and limit periods differ, so a single minimum–maximum range for the entire sample would be misleading.

A short description of your business, website, legal-entity country, average transaction value and expected monthly volume is enough to start a focused request. Ask for six items:

1. **Product and legal entity:** permitted activities, registration country, required permissions and documents.
2. **Payment flow:** FAST, EFT or another method; operating hours, customer type and refund procedure.
3. **Complete pricing:** percentage, fixed charges, FX, refunds and minimum payments.
4. **Limits:** per transaction, day and month; restrictions for new customers and after verification.
5. **Access to proceeds:** timing, cut-off, weekends, settlement currency, reserve and grounds for holding funds.
6. **Operations:** statuses, reconciliation, duplicates, incorrect amounts and a contact for delayed payments.

For a foreign business, separately confirm contracting eligibility, local-account requirements and a lawful cross-border transfer arrangement. A domestic TRY transfer over FAST is not evidence that cross-border merchant settlement is available.

## Licences and requirements in Turkey

**The payment provider.** Payment institutions and electronic money institutions need TCMB authorisation under Law No. 6493. Check the legal entity and permitted service scope; banks operate under their separate banking framework. Permission for one service does not automatically cover the others. [TCMB: payment services](https://www.tcmb.gov.tr/wps/wcm/connect/EN/TCMB%2BEN/Main%2BMenu/Core%2BFunctions/Payment%2BServices/Payment%2BServices%2BOverview), [TCMB: authorisation scope](https://www.tcmb.gov.tr/wps/wcm/connect/TR/TCMB%2BTR/Main%2BMenu/Banka%2BHakkinda/Sikca%2BSorulan%2BSorular).

**Current status matters more than a familiar brand.** TCMB publishes active, suspended and revoked authorisations. Check them before onboarding. Inclusion in a historical offer export is not a licence check. [TCMB: supervision and registers](https://www.tcmb.gov.tr/wps/wcm/connect/TR/TCMB%2BTR/Main%2BMenu/Duyurular/Basin/2026/DUY2026-04).

**The customer and product.** MASAK requirements include customer identification and identifying the beneficial owner, with checks shaped by the relationship and risk. Prepare company documents, signatory authority, ownership structure and information about the activity. A PSP's permission does not replace any sector-specific permissions your business needs. [MASAK: identification and beneficial ownership](https://masak.hmb.gov.tr/sikca-sorulan-sorular).

**Crypto assets and prohibited activities.** Turkey prohibits direct or indirect use of crypto assets in payments and related payment business models. Payment institutions and electronic money institutions also face restrictions on intermediating fund transfers to and from crypto platforms. This is not a claim that holding crypto assets is generally prohibited. [TCMB: regulation on crypto assets in payments](https://www.tcmb.gov.tr/wps/wcm/connect/c241af16-e730-45b5-bb0d-31d3af28884e/Regulation%2Bon%2Bthe%2BDisuse%2Bof%2BCrypto%2BAssets%2Bin%2BPayments.pdf?MOD=AJPERES).

Law No. 7258 imposes liability for unauthorised sports betting, enabling access to foreign betting from Turkey and intermediating related money transfers. A foreign licence does not replace required Turkish permission. This guide does not offer payments for illegal betting or other prohibited products. ## PayStar's role

PayStar helps businesses obtain information on payment options and supplies integration technology. **PayStar is not the payment organiser:** it does not receive, hold or transfer customer funds as part of the information service described here. An authorised provider processes and settles payments under a separate agreement with the business.

PayStar works only with lawful products that hold the licences and permissions required for their activity and territory. The historical sample does not establish the licensed status of each offer. Eligibility of the particular product, parties and movement of funds must be confirmed before onboarding.
