A route result is not an explanation. Teams need to see the conditions, policy and provider events that produced it.

Show the eligibility decision first

Before ranking providers, determine which routes can legally, commercially and technically handle the payment context. Geography, entity, method, currency, amount, traffic type, availability and limits should be evaluated as explicit conditions—not hidden assumptions.

Explain the selected priority

Among eligible routes, the active merchant policy determines order. The record should identify the policy version and matched preference, so a team can tell the difference between a deliberate primary route and a provider reached only because another path was unavailable.

Preserve every attempt

If cascading is allowed, keep each attempt in sequence with its request time, response, normalized status and original provider context. A final success should not erase the failed path that preceded it; that attempt may reveal degradation or a rule that needs review.

Turn explanations into action

The useful end state is not a decorative route diagram. Support should answer what happened, payment operations should identify a pattern, and the merchant should know whether to change a rule, contact a PSP or leave the policy unchanged.

Test the explanation with different teams

Give the same payment to support, payment operations and engineering. Support should reach a clear customer-safe answer, operations should identify the owner and engineering should reach the provider-level evidence without rebuilding the route from logs. If each team produces a different reason, the decision trail is incomplete or the terms are inconsistent. Improve the shared record until all three views describe the same event at the appropriate level of detail.

Explainable routing connects a business rule to a provider outcome through a decision trail that people can inspect.
