When comparing payment providers in Kenya, ask how a payment becomes a usable business record. An M-PESA receipt needs to reach the correct customer account or invoice. A payout needs the right recipient, funding and approval before its result can be reconciled. Those are separate operating requirements, even when both flows involve Kenyan shillings.
The useful question is therefore more specific than whether a provider supports M-PESA: can its proposed collection and payout services preserve the information and controls your business needs?
PayBill and Buy Goods start with different payment instructions
Safaricom’s published customer instructions distinguish the two collection journeys. For PayBill, the payer enters a business number and an account number. For Buy Goods, the instructions ask for a till number and an amount. That distinction creates a qualification question. If you bill customers against accounts or invoices, ask which reference the provider returns and whether it survives into transaction reports. With a Till proposal, ask how the checkout or sales system associates a received payment with the relevant order. The consumer instructions alone do not establish the reconciliation features of a particular PSP.
Request an example report before comparing prices. It should let your team identify the business reference, provider transaction reference, amount, payment time and resulting status. Ask how staff investigate a missing or incorrect reference, and who may change an allocation. A payment confirmation and an invoice marked paid should remain traceable to the same evidence.
Test the awkward receipt, not only the successful checkout
Consider a hypothetical Kenyan service business with two invoices for KES 4,500 each. One customer submits the intended account reference; the other enters an unrelated reference. Two receipts total KES 9,000, but that total does not establish which invoice the second payment belongs to.
A useful demonstration would show the correctly referenced receipt matching its invoice and the other entering an exception queue. Staff would compare the provider record with the customer’s supporting information, resolve the allocation under an agreed procedure and retain the original reference. This is a proposed test scenario, not a PayStar customer case or a claim about every provider’s software.
Ask the PSP to repeat the demonstration with a duplicate notification. Your sales record should not mark two invoices paid merely because the same transaction was reported twice. The point is to examine evidence and exception handling before operational volume makes manual investigation expensive.
Qualify B2C payouts as their own service
Safaricom describes Bulk Payment, or Business to Customer (B2C), as organisational disbursements to individuals. Its public guidance includes administration and payment statements. A collection arrangement therefore leaves further questions about the proposed payout product, recipients and access to reports. Safaricom Bulk Payment.
Safaricom’s B2C guides distinguish initiating payments from approving them and describe approval configuration. Its account guidance also distinguishes working and utility accounts. Use this as a reason to request the actual configuration offered to your business, rather than assume that any displayed balance is immediately available for a payout. For KES payouts, ask who funds the sending account, when that funding becomes usable, who can approve instructions and which evidence confirms the recipient outcome. Include a timeout or uncertain result in the demonstration. Obtain the provider’s investigation and retry procedure before releasing another instruction. Request reversal conditions separately; an available reversal function does not establish that any completed payment can always be recovered.
Check the contracting entity and movement of funds
The Central Bank of Kenya publishes a directory with institutions and their approved services. Compare the legal entity named in your proposal with the relevant regulatory record and ask the PSP to explain any other entities in the arrangement. The directory is a starting point for qualification, not confirmation that a particular merchant, industry or cross-border arrangement is accepted. CBK directory.
Document collection fees, payout fees, bank settlement conditions, funding requirements and responsibility for exceptions separately. Confirm the contracting company, business activity, required documents and receiving bank account with the provider. A domestic KES payment capability does not by itself establish foreign-merchant eligibility or settlement outside Kenya.
Use the recorded offers to focus the questions

These are offer records, not counts of independent PSPs, active connections or approved routes. The associations do not verify every method, currency and direction combination.
